In lieu of federal, state, or local legislation, and because of the rapid proliferation, of these drugs school systems are encouraged to take a proactive stance against bath salts, plant foods, and other psychotropic materials in a rapid and unequivical manner. School boards have the capacity to ban these bath salts and plant foods much as they use the powers that school districts use to prevent students from wearing gang colors, or offensive clothing.
